From Renting in Dubai to Owning Your First Home
For many long-term Dubai residents, there comes a point when paying rent raises an obvious question: could that money be going towards a property of my own?
The Dubai First-Time Home Buyer Programme was introduced by Dubai Land Department (DLD) and the Dubai Department of Economy and Tourism (DET) to make that transition more accessible.
Importantly, this isn't a scheme exclusively for UAE nationals. Eligible expatriate residents can participate too.
The programme provides eligible first-time buyers with benefits including priority access to selected new property launches, preferential commercial terms on qualifying properties and access to tailored mortgage products from participating banks.
But who actually qualifies, what properties are included, and does being a first-time buyer mean you receive a DLD fee discount?
Let's separate the facts from some of the assumptions.
Who Qualifies for the Dubai First-Time Home Buyer Programme?
According to Dubai Land Department, the basic first-time buyer eligibility in Dubai is straightforward.
Applicants must:
- Be aged 18 or above
- Be a UAE resident
- Not currently own a freehold residential property in Dubai
The programme is open to all nationalities and income levels.
This last point is particularly important. The initiative isn't limited to Emirati purchasers or a particular salary bracket.
It was designed to broaden access to homeownership among people already living in the UAE who haven't yet entered Dubai's freehold residential property market.
Can Expats Apply?
Yes.
The official programme specifically includes expatriate UAE residents alongside Emiratis.
For Dubai's property market, this makes considerable sense.
Many expatriates have lived and worked here for years, sometimes decades, yet continue renting because buying has either felt financially out of reach or unnecessarily complicated.
The programme is intended to reduce some of those barriers.
Eligibility for the programme, however, is different from eligibility for a mortgage. Banks will still assess factors such as income, existing financial commitments, employment and affordability when considering finance.
What Benefits Do First-Time Buyers Receive?
The first-time buyer benefits in Dubai come through cooperation between DLD, participating developers and banks.
One of the most interesting is priority access to units within selected new off-plan launches.
In a popular launch, the strongest layouts, views or price points can sometimes be reserved very quickly. Priority access can therefore have genuine value if it helps a buyer secure a more desirable unit rather than simply whatever inventory remains.
Participating developers can also provide enhanced commercial terms, including preferential pricing on qualifying units priced up to AED 5 million.
Participating banks provide tailored mortgage products designed for eligible first-time buyers.
The original programme partners included major developers such as Emaar, Nakheel, Meraas, Dubai
Properties, DAMAC, Danube, Ellington, Binghatti, Majid Al Futtaim, Azizi, Wasl and others, while banking partners included Emirates NBD, Emirates Islamic, Mashreq, Dubai Islamic Bank and Commercial Bank of Dubai.
Partner participation and individual offers can change, so buyers should always check what is available at the time they intend to purchase.
Is There a DLD Discount for First-Time Buyers in Dubai?
This is an important distinction.
The official DLD programme announcement confirms preferential pricing, priority access and tailored mortgage products, but it does not establish a blanket DLD registration fee exemption for every first-time buyer.
So buyers shouldn't automatically calculate their purchase on the assumption that the standard property registration costs disappear because they qualify for the programme.
A participating developer may offer its own commercial incentive that contributes towards certain acquisition costs, but that is different from saying every first-time buyer receives a universal DLD fee waiver.
When budgeting for your first home, always establish the complete acquisition cost rather than focusing solely on the deposit.
What Properties Qualify?

The programme's preferential commercial terms apply to qualifying properties valued up to AED 5 million, and participating developers can provide priority access to selected new launches.
That doesn't mean every property below AED 5 million automatically comes with every benefit.
Availability and commercial terms can differ by developer and project.
This is where an experienced property advisor can be useful. Rather than beginning with a development and trying to make it fit your circumstances, start with your budget, mortgage position, lifestyle and preferred location, then establish which eligible opportunities actually suit you.
Does the Programme Only Cover Off-Plan Property?
The most publicised developer benefits centre on priority access to new launches and enhanced commercial terms.
But becoming a first-time homeowner shouldn't automatically mean choosing off-plan.
A ready secondary-market property may be more suitable if you want to move immediately, know exactly what you're buying or prefer an established community.
The right question isn't simply, "What can I get through the scheme?"
It is, "What is the best first home for me?"
How Does a First-Time Buyer Mortgage Work?
The programme includes tailored mortgage solutions through participating banks, but a mortgage remains subject to bank approval and applicable lending requirements.
Before viewing properties seriously, I would encourage first-time buyers to establish their borrowing position.
Mortgage pre-approval helps you understand:
- How much you can realistically borrow
- The deposit you need
- Approximate monthly repayments
- Which price range is comfortable rather than merely possible
- How quickly you can proceed when you find the right property

Should You Buy Because You Qualify?
Not necessarily.
A government initiative can make buying more accessible, but homeownership still needs to make sense for your circumstances.
Think about how long you expect to remain in Dubai, your job stability, monthly housing budget, future family requirements and the additional costs associated with ownership.
If you expect to remain here for several years and are financially comfortable making the transition, buying can allow money previously spent entirely on rent to begin contributing towards an asset you own.
But buying should never become the objective simply because a benefit is available.
Your First Property Doesn't Have to Be Your Forever Home
This is something I think first-time buyers sometimes overlook.
Your first Dubai property doesn't necessarily need to solve every housing requirement you'll have for the next 20 years.
It might be a well-located apartment that allows you to stop renting and begin building equity.
Several years later, that apartment might be sold to fund the deposit on a larger home, or retained as an investment property while you move elsewhere.
Thinking about your first purchase as the beginning of a property journey can make the decision considerably less daunting.
